Secretary, Hon’ble Chief Minister of Chhattisgarh, Department of Mineral Resources and Public Relations launches Three-Month Preventive Vigilance Campaign at SECL

SECL CMD Shri Harish Duhan Urges Complete Adherence to the Guidelines of the Central Vigilance Commission


Bilaspur : A three-month Preventive Vigilance Campaign was inaugurated today, 18 August 2025, at SECL Headquarters, Bilaspur, in accordance with the directives of the Central Vigilance Commission, New Delhi.
The chief guest on this occasion was Shri P. Dayanand, Secretary to the Hon’ble Chief Minister of Chhattisgarh, Department of Mineral Resources and Public Relations.
The programme was presided over by SECL CMD Shri Harish Duhan. Distinguished guests included Shri Sunil Jain, Commissioner, Bilaspur Division; SECL Director (Technical – Operations & Planning/Projects) Shri N. Franklin Jayakumar; Director (HR) Shri Biranchi Das; and Chief Vigilance Officer Shri Himanshu Jain.
The programme began with the ceremonial lighting of the lamp, followed by floral tributes to Sardar Vallabhbhai Patel. The Coal India Corporate Song was also played.
SECL CMD Shri Harish Duhan then administered the Integrity Pledge to all present.
In his address, Chief Guest Shri P. Dayanand emphasized that whether it is a PSU or the state government, transparency in operations is essential in the public sector. He noted that initiatives like these significantly promote a culture of vigilance and transparency. He further remarked that public sector enterprises and the state government are complementary to each other and that mutual cooperation and coordination between the two are vital for regional development.
Presiding over the event, SECL CMD Shri Harish Duhan said, “I appeal to every member of Team SECL to carry out their duties with complete honesty and integrity while strictly adhering to rules and policies.”

Expressing gratitude towards the state government, he acknowledged the continuous guidance and support SECL receives to enhance its operations. He stated that this cooperation has allowed the company to expedite land acquisition processes for mega projects this year. He also touched upon other areas where support from the state government has been instrumental.
Chief Vigilance Officer Shri Himanshu Jain informed that the theme of this year’s campaign, as set by the Central Vigilance Commission, is “Vigilance: Our Shared Responsibility.” The five key focus areas of this year’s campaign are:

  1. Disposal of pending complaints
  2. Disposal of pending cases
  3. Capacity-building programs for officers and employees
  4. Effective management of assets
  5. Promotion of digital initiatives to modernize and bring greater transparency in operations.
    Several initiatives have been undertaken by the Vigilance Department at SECL to improve operational transparency. These include third-party testing to enhance coal quality, CCTV surveillance, and real-time supervision. In procurement, SOP-based bill processing, FIFO clearance, and SAP-based tracking have been implemented. For stronger asset management, machine verification and digital tagging have been introduced. Digital platforms such as Jatayu Dashboard, DigiCoal, and the Integrated Command and Control Centre have enhanced operational monitoring and transparency.
    The event witnessed the presence of all departmental heads from SECL Headquarters, including GM (Vigilance) Shri Nageshwar Rao, along with officers and employees.
